enhance MapServer WMS-SLD to support spatial filtering

Description 

Spatial filters are not currently supported when available into an SLD.

The current idea is to  support one spatial filter per NamedLayer and return 
an image containing only the features tha fir the spatial filter.

Spatial filters can now be added inside an SLD. Waiting for detailed tests 
before closing the bug.

Closing this bug. Functinality has been added for few months. Any specific bug 
related to this shoudl be in a new bug.
