WMS-HOWTO - Output of "mapserv -v"

Description 

The output of "mapserv -v" for WMS client and server support has been changed in 
order to avoid potential confusions between WMS client and server support.

The output for WMS SERVER will be "SUPPORTS=WMS_SERVER" (was "SUPPORTS=WMS")

The output for WMS CLIENT will be "SUPPORTS=WMS_CLIENT" (was "SUPPORTS=WMS_LYR")

The section on "mapserv -v" should be updated in the WMS-SERVER-HOWTO, and a 
similar section about "mapserv -v" should be added to the WMS-CLIENT-HOWTO.
