Template tag parsing needs to support double AND single quoted attributes.

Description
Users get tripped up occasionally with template tags that support arguments and quoting. Presently it seems like on double quotes can be used. MapServer is pretty flexible in that single or double quotes can be used anywhere in a mapfile so it follows that should be the case with templates too.
