Description
That attribute has been sitting there as part of classObj for years. The intent has always been using it instead of a class name for legend production. That would allow the name to be used for a more short-hand description. Title is also easier to expose for URL manipulation.

Functionality added in r11209. Swig-based MapScript allows title modification as does the mapfile reader. PHP/MapScript might need an update. I expect this to be a lightly used enhancement.
