offset style binding support

Description
It would be nice if mapserver handled dynamic style binding for the "offset" attribute. I have written a piece of patch for it (not complete since the file save is still not supported).
Feel free to apply it. Note, that I have tested it only with the OFFSETX binding but the OFFSETY sould also work.
