WMS bounding box metadata for tileindex raster layers

Description

Mapserver does not generate bounding box metadata automatically for raster layers which are read through tileindex system. It should be doable, though.

Can you please take care of this Alan? It's probably just a matter of extending msLayerGetExtent() to deal with TILEINDEX when one is present.
