Description 

The first draft of the WMS Map Context documentation is in the mapserver wiki 
at:

http://mapserver.gis.umn.edu/cgi-bin/wiki.pl?MapContextHowto

We need to make a formal Howto with it.

Fixed.  This was done for the 4.0 release back in July.  The doc is up at
