Need a way to document valid run-time modification of mapfiles.

We need to be able to easily let users know which parts of a mapfile can be changed via URL. This could also be extended to MapScript. Some vars are immutable, others require validation, and still others are changable without validation. Would be nice to do something like add icons to the existing mapfile documentation rather than do something independent.
