Description
Since PROJ.4.6.1 supports IGNF SRS catalogue, it would be nice to get this feature within mapserver.
The attached patch is a trivial implementation of this feature. Needless to say that it would be better to have a generic reader for srs like in GDAL: This would ease supporting national mapping agencies srs catalogues.

I have some concerns about this extension beyond the WMS specification. Potentially, I'd like to see this brought forward as an RFC that attempts to handle an assortment of possible authorities or dictionaries. It might make sense to review RFC 37 which attempted to address some of these issues but was never completed.
