filled symbols bleed along edge of map image redux

New bug to revisit #1719 and to propose a new possible solution to this problem. This issues has been posted to the mapserver list and to the OpenLayers? list about 5-6 times in the past few years and I have two clients that just ran into it and it just came across the OpenLayers? list again yesterday. It seems that this bug is more invasive given the fact that more people are using tiling strategies.
Seems to me that it could be fixable with a buffer around the image when rendering that is not saved when writing the image. Just a thought.
