Description
When a GetCapabilities request is issued to a WCS 1.0.0 server with a version number that is higher to this server, the highest available version should be returned.
The OGC CITE test is:

Tom: Will the version negotiation work you're doing take care of the this one? There was a flurry of tickets regarding WCS on the 29th and I'm not sure which are truely mine...

It should (#996), yes. It would be neat if we could lock this down firmly in #996, which should render this ticket a non-issue.
