configure --without-libiconv doesn't work

Description
Using configure --without-libiconv still enabled libiconv if it is found in the system libs. This is probably just a simple test to fix in configure.in

There is indeed no way to disable libiconv in the configure script, but it doesn't hurt to have it anyway if it's found in the system libs, so closing as WONTFIX.
