SOS Server support could not be compiled without gdal

Description
As metioned in the README.CONFIGURE, the sos server support require proj and libxml2. That right but it also require gdal. Indeed the msSOSParseTimeGML function use CPLXMLNode which is defined in the cpl_minixml.h file installed by gdal. I tell this to Frank Wamerdam on irc which tell me to fill a bug, so here it is :) To conclude I would like to know if someone could modify the README.CONFIGURE file to reflect this dependency or as Frank purpose maybe modifying the source code to remove the gdal dependency. HTH

I've change configure, configure.in and README.CONFIGURE to state that libxml2, PROJ4 and OGR support are required. Now in r6117.
