Description 

This is a bug to follow implemenation of the SOS support (RFC 13)

Commited initial support for getcapabilities and getobservation.
I will setup a demo and tests accessible from outside sometime this week when 
linux builds and fgs are ready. I will also do a summary of things in this bug 
after the demos are up.

I have updated my CVS build.  Can this be integrated yet?  i.e --with-sos ?

Can we close this bug now?  SOS is implemented as of RFC 13

Yes I think this bug should be closed by Assefa. Any changes/fixes post-4.10
should go in separate bugs anyway.
