Symbol rotation leaks memory

Description 

Rotate marker and line symbols are not being cleaned up, which leaks memory. Needs 
to be fixed in mapgd.c in 4.8 and CVS HEAD.

Also, clean up msRotateSymbol to bail with symbol types that cannot be rotated BEFORE 
allocating the temporary symbol...
