Publish msConnPoolCloseUnreferenced via SWIG

Description 

Context: Servlet-Engine/MapServer/Oracle

Some Memory-leaks can be avoided by calling
msConnPoolCloseUnreferenced from time to time.

Therefore I suggest to make msConnPoolCloseUnreferenced  availabe for mapscript 
via swig.

Additionally: The possibility to use this function via mapscript would be usefull
even in the case the memory-leaks would not occure.

(I think this function could be part of the mapscript-Object?)
