Assefa I'm about to add this doc to the MapServer site finally. I gave it a quick glance and I think the only section that needs updating is the "Building MapServer with Flash" notes, do you agree?

Jeff, yes I agree. There are few additions that were done over time but nothing major. Having the doc there would allow us to update it when user related things are changed. Thx.

- created new doc in restructured text and published it:  http://mapserver.gis.umn.edu/docs/howto/flash_output - I tried to go through HISTORY.txt to see where there were changes regarding swf output and document accordingly - but the new doc should be reviewed if u have time
