Description 

This is the parent bug for the proposal to add Feature Layer Plug-In Architecture
support to MapServer as described in RFC 3.

The additional RFC which belongs to this primary one is 
MS RFC 8: Pluggable External Feature Layer Providers

Both of them are implemented.
