Setting filename of dbf independent from shapefilename

I wrote an extension of mapserver and php/mapscript to set the filename of the
dbf independent from shapefilename. 

This was done because I would like to produce new dbf files on the fly with php.
The dbf files contain different datasets I can visualize by changing only the
dbf filename without copying the whole shapefile.

Maybe it's interesting for other people or the mapserver crew. Diffs to 4.4.1
will follow as an attachment.
