mapraster.c's functions don't lock the parser

Description 

Functions msGetClass and msGetClass_Float do not lock the parser lock when 
parsing class expressions.

Patch applied (manually due to comment format changes), but only in 4.5. 
I am too chicken to try and backport this to 4.4.2.
