ows_schemas_location missing in the documentation

ows_schemas_location is used at the web level to indicate the location of the 
schemas used for wms, wfs, wcs. If the metadata is not available the defulat 
value for the schemas is http://schemas.opengeospatial.net.

I think It should be added in wms/wfs server. As for the wcs, I have not seen 
a howto but there is a wiki page on that (http://mapserver.gis.umn.edu/cgi-
bin/wiki.pl?WCSMapServer) and mayebe you could ask Steve to add it there.

...suggests that we should add this to the:

- WMS server howto
- WFS server howto
- WCS server howto
- WMC howto
- SLD documentation

added mention of ows_schemas_location metadata to WMS server, WFS server, WCS
server, and WMC docs.  Did not add to SLD doc because i do not think this is
necessary.
