[WMS-SLD] Support ows_* metadata for in mapogcsld.c?

Description 

In bug 568, I added support for ows_* metadata names in the WMS/WFS
cleint/server interfaces but I didn't touch the mapogcsld.c code since I wasn't
sure of the best way to handle ows_ metadata in this case.

I'll leave it up to you Assefa to decide if/what we should do about this one.

The only one I felt was necessary in mapogcs.sld to do was a lookup for
wms_name. It has been changed to also support the ows_name.
