GetLendGraphic using format application/x-pdf crashes

Description 

It is easly reporducable with any valid wms GetLendGraphic request.

Note : Maybe the application/x-pdf  should not even be listed in the 
Capabilities. Please see Bug 455 for details on this.

Bug 455 is more generic:; GetMap could wotk for some non-GD formats. However
GetLegendGraphic can only work for GD-based formats so the capabilities
generation should advertize only those formats for this operation.

Only GD type formats are supported. Set the target to FUTURE.

I would suggest making this a WONTFIX. I don't see any use for GetLegendGraphics
in PDF format.
