    306 Because this API is based on FdoICreateDataStore, so it will not support creating a feature source if a file-based FDO provider doesn't support FdoICreateDataStore command. For exmaple, ORG&GDAL FDO provider will not support it even if it is a file-based provider because it doesn't support FdoICreateDataStore command.
