Set Encoding of Mapbender files

Description
encoding of Mapbender files (php, javascript) is not set in general. This leads to problems concerning project work on different machines with different default encodings (for example Kubuntu using UTF8 vs. Windows using Latin1). Using wrong encodings editing files often destroys it completely and leads to a manual reconstruction.
