Loading single layer by GET API should not overwrite extents of childs and parents

Description

If some layer is added to mapbender by GET API the extents of all parent and child layers are set to the layer extent. This prohibits the zoom to layer function in the treegdi module. It will be better to have the right extent at all layers in the treegde. maybe they can be called later?
