Redesign Mapbender PDF print functionality

Description

The Mapbender PDF print functionality shall be enhanced. In a first step, there will be the current dynamic pdf generation and a new template based print functionality. A new configuration mechanism will be established, done with json, to ease interaction with the client interface.

Development on this topic will be done in the print_dev branch.
