Overview is not displayed correctly after Load WMC

Description
The WMS settings from mapframe1 are also used for the overview. So if a layer in mapframe had been disabled when saving the WMC document, it will be disabled in the overview after Load WMC.

More work has been done on this ticket. I'm taking the liberty of calling it fixed.
I'm sorry, I didn't track all the changesets. The code lives in the 2.5 branch.

Merged new WMC handling from trunk. Originally, this was planned for 2.6, let's hope there are no severe side effects.
