Monitoring with diff-like capability
Enhance the monitoring of services with a diff-like output, showing the differences between the local and the remote Capabilities XML. This would enable admins quickly to see which changes of a service are relevant and what actions need to be taken afterwards (e.g. changes in the abstract: no action necessary, new layer in the service: action is update and check gui-wms-settings).

Functionality implemented, please test and report. To use it, create a tools folder in the http dir and copy the mod_monitor* modules to that location.
