AppVeyor needs to be reset up

Description

I guess since we moved geos back to libgeos org, the Appveyor config is no longer valid.

I tried recreating it but just seems to create under my AppVeyor account. Do we have a libgeos AppVeyor account?

It appears to be running under dbaston's account now. Fine with me.
