Description

The attached testcase shows GEOS computing a buffer which looks like a rectangle when something completely different is expected.

Fixed with r3519 in 3.3 branch, r3520 in master.

In fcbdc44/git:

BufferBuilder: fix handling of collapsed edges skipping. Fixes #494.

Includes regression test, provided by SAFE.
