Can't build with the current build files, using Visual Studio's nmake — at Initial Version

Description 

When running 

nmake /f makefile.vc

I get an error:
"File not found dirlist.mk"

That file does not exist?

I have created a Visual Studio Solution and Project file. I would like to submit it for inclusion in the 3.0.0 release. How do I do that?
