Add internationalization support for resource fields.

r842, featuring internationalization of fields:

  • supported by mapfishrecenter, resultexgrid, featurepanel_form and also shortcut (new) widgets
  • fields are now part of the config_secur.xml (optional, if there are no fields it won't break anything)

Other changes (minor and kinda unrelated to this ticket), (see also r843)

  • type_id field name was change for type in the following tables :
    • mcconfig_service
    • mcconfig_application
    • mcconfig_widget

Things remaining to do (task moved to an other ticket) :

  • support in featurepanel_selector, see #120.
