metadata versionning creates version of files even if not changed

Using 2.8 nightly build from June 12, 2012

Even though no changes are made, saving the meta data record will commit a new unchanged version or all the files related to the metadata record to the svn repository. - This is creating a lot of unnecessary versions making it difficult to identify where changes actually occurred.
