Description
Since Revision: 8668, http://localhost:8080/geonetwork/srv/eng/csw?SERVICE=CSW&rEquEst=GetCapabilities return "request" parameter not found.
But according to OGC 07-045: "the KVP-encoded request must be treated in a case insensitive manner".
