Create new ANZLIC record does not populate the Metadata Date Stamp

Description
Version: GeoNetwork 2.7 svn rev 8285 schemaPlugins svn rev 8406.
When creating a new ANLIC metadata record, the Metadata dateStamp element does not get populated.
The UI shows the following message: "- Value will be set when record is saved -". But the dateStamp is never populated, on the first save or on any subsequent update.
You can work around this issue by opening the XML view of the record and manually populated the dateStamp field.
