Schematron rules for ISO and INSPIRE improvements

The following task need to be done:

• Fix thesaurus dir due to change of datadir location (which is now dynamic)

INSPIRE schematron :

• Fix check on hierarchyLevel
• Fix XSL error when multiple hierarchyLevel set (use string-join)
• INSPIRE theme is not required for services
• Fix gmd:lineage rules

ISO schematron :

• Fix "HierarchyLevelName? must be documented if hierarchyLevel does not contain "dataset"" taking all hierarchyLevel instances into account. Better report when using multiple values
• Fix rules when multiple hierarchyLevel instances are set
