Indexing / withheld elements returned by q service

Description
Based on the index content, even if an element is with nilreason = withheld it will be indexed. The list of dumpfields (set in config-lucene.xml) does not take withheld info in account.
We should add this information at some point to the indexed fields and dumpfield according to user privileges.
