Make Privileges/Categories set at record level persist through harvest/update

On GeoNetwork 2.8 RC2 the privileges and categories applied to harvested records are set at the harvest level. If a record requires its own unique categories or privileges beyond those that apply to its siblings harvested from the same source, they may be set by hand. However, they are overwritten once the record is harvested again.
