Remove dependencies on port 8080

Verify that port 8080 is not hard coded in the application configuration files. This dependency should be removed as far as possible to make it straight forward to change the port of the servlet engine. The one location that requires manual change is in the InterMap WEB-INF/mapServers.xml file. This will not be changed since it will be obsolete once InterMap gets replaced and it is not worth the effort.
