May the value of selection.maxrecords/minValue be added in config files?

Description
Hi,
The value of selection.maxrecords/minValue is currently in the file view.js, thus the admin of the GeoNetwork would not be able to change it via the System Configuration interface.
There are some cases where this value should be much less than 1000, and the admin should be able to change it without changing the source code. For example, in systems where the user may subscribe for some data content and he uses some "select all" button the "subscribe selected" as massive operation, this may lead to some unwanted actions...
