Create RF for full XYM and XYZM support?

Description
Hi folks,
With 2.0 out and about with nifty curve support, one might think its a good time to address the XYZM and true XYM support, be the answer yea or nay.
Back in 2012 Ari Jolma spoke of creating an RFC for the issue http://lists.osgeo.org/pipermail/gdal-dev/2012-May/032869.html but I have never seen one.
Might it be a good idea to create some kind of definitive statement on the matter?

I'm not sure anyone can state a "definite statement on the matter". This is a FOSS project. If someone want its and does it or funds it, this might come some day...
