NLAPS format support for GDAL needed

AFAIK there are two revisions of the NLAPS:

NDF_REVISION=0.00 (also referred as to "1.00") -

NDF_REVISION=2.00 - http://landsat7.usgs.gov/documents/NLAPSII.pdf

support for a read only NLAPS (NDF) 2.0 driver has been added in CVS (back in 
early January).  I'm not eager to add support for the earlier generation of
NLAPS unless demanded by a client.
