Description
Chen Zhen has been instrumental at tweaking our Ingres driver in OGR and I believe he will have further contributions to make into the future (including backporting and other improvements).
At Frank's suggestion I'm proposing that Chen is set up to do commits to his area of focus directly. Having him with commit access will really help streamline support and improvements over the longer term.

There was a motion on the mailing list. Looking at the emails, I think it has passed (it got 3 +1 from PSC members, and no veto), so I believe that Tyler should just declare it passed in a reply.
Closing as 'invalid' as that kind of things are not usually dealt by tickets.
