Incorrect handling of the null datetime values with the mapinfo driver

Description

The problem is that the value of a previous datetime field is 'reused' if a subsequent datetime field is not set (null)

fixed in trunk (r22658) and branch-1.8 (r22659)

Should be updated in the mitab project accordingly

Batch closing of MITAB tickets fixed in GDAL. They were kept open because not merged into MITAB separate repository, but the latter one is inactive, so let's close them definitely.
