Description 

I found a bug with creating arcs.
I try to convert from DGN to Mapinfo TAB. But almost all arcs are 
not in place.
I think this is bug in Mapinfo creating module.

In order to look into this, I will need more specific information on how
to reproduce it.  Please provide:

 o The version of GDAL/OGR you are using. 
 o The ogr2ogr commandline. 
 o The input dataset. 
 o Why you think the arcs are missing in the tab file. 

I would also encourage you to use the ogrinfo command on the source TAB file
to see if OGR seems to see the arcs in question at all.
