ERS file pointing to an ECW file is not opening when a full path name is not specified

If I try to view an ERS file that is a link to a ECW file, the file will not open. The ECW file itself is valid and can be viewed. It appears that a full path name is wanted. Currently the ERS and ECW file reside in the same folder without a full path name.
To Reproduce: - Open a GDAL program of choice (e.g. OpenEV, ArcGIS, etc) - Add the ERS data There will be an error that the file cannot be opened. If you try to add the ECW file directly, it will work fine. If I open up the ERS file with a text editor, I see that it points to a file.
I have tried to specify the data path in the text editor (with a full path name) and that does work. So it appears that it will not work if the data it is pointing to is in the same file and does not have the full path typed out.
I have tried to attatch the data (13mb) but it is too large for the Ticket to handle. Please e-mail me (swoo@esri) to receive the data. Or let me know where I can upload it to - where it can handle more than 10 mb.
