What version of GDAL are you using?  I believe this was fixed in CVS 
in late May, but well after the 1.1.7 release.  Try grabbing this interim
source release:

  ftp://gdal.velocet.ca/pub/outgoing/gdal-1.1.7.2.tar.gz

If that fixes the problem please close the bug, otherwise let me know and I
will look into it further. Note, I have tried GDAL on this sample
dataset successfully:

  MER_RR__BPNPDK20000620_103648_00000270A001_00180_00177_0642.N1
