Some DXFDWG driver code derived from DWGDirect

Description

In gdal/ogr/ogrsf_frmts/dxfdwg, the OdFileBuf?.h, OdFileBuf?.cpp is derived from DWGdirect source code. There is no copyright message, and the licensing is in question. Need to review DWGdirect licensing scheme and the stuff this particular code was derived from (example?) to see if this is acceptable.

Migrated whole driver to /spike due to licensing problem.

Added DxfDwg topic in wiki discussing how to build it, and it's status.

 http://www.gdal.org/ogr/ogr_formats.html still mentions DXF/DWG and  http://www.gdal.org/ogr/drv_dxfdwg.html is still online.

Is it intended ? Shouldn't the doc mention that they are outside of OGR source tree now ?

I have removed this from ogr_formats.html. I think this should be sufficient.
