Description
The gdal/ogr/ogrsf_frmts/dgn/web/isff.txt and dgn.html files are derived from an appendix of an Intergraph manual. The licensing of this material is ambiguous so it needs to be removed from the GDAL source distribution even though it doesn't actually get built into the GDAL software.

I have removed these due to questionable rights to redistribute (r12705).
Note, the dgnlib web site (http://dgnlib.maptools.org) is currently not being refreshed from source control, and the copies on that site are essentially the "master" version of the documents now.
